H\u00e0ng n\u0103m, CELA t\u1ed5 ch\u1ee9c c\u00e1c kh\u00f3a t\u1eadp hu\u1ea5n ki\u1ebfn th\u1ee9c ph\u00e1p lu\u1eadt cho c\u00e1c t\u1ed5 ch\u1ee9c, doanh nghi\u1ec7p v\u00e0 ng\u01b0\u1eddi d\u00e2n c\u00f3 nhu c\u1ea7u.<\/span><\/p>\n<p><span style=\"color: #000000;\">(ii) Tr\u1ee3 gi\u00fap ph\u00e1p l\u00fd cho nh\u1eefng \u0111\u1ed1i t\u01b0\u1ee3ng c\u00f3 kh\u00f3 kh\u0103n v\u1ec1 t\u00e0i ch\u00ednh theo Lu\u1eadt tr\u1ee3 gi\u00fap ph\u00e1p l\u00fd: Ho\u1ea1t \u0111\u1ed9ng n\u00e0y \u0111\u01b0\u1ee3c thi\u1ebft l\u1eadp xu\u1ea5t ph\u00e1t t\u1eeb tr\u00e1ch nhi\u1ec7m x\u00e3 h\u1ed9i c\u1ee7a Vi\u1ec7n Nh\u00e0 n\u01b0\u1edbc v\u00e0 Ph\u00e1p lu\u1eadt th\u1ef1c hi\u1ec7n c\u00e1c ho\u1ea1t \u0111\u1ed9ng t\u01b0 v\u1ea5n ph\u00e1p lu\u1eadt kh\u00f4ng thu ph\u00ed.\u00a0 T\u1eeb khi \u0111\u01b0\u1ee3c th\u00e0nh l\u1eadp, CELA \u0111\u00e3 tr\u1ee3 gi\u00fap ph\u00e1p l\u00fd, t\u01b0 v\u1ea5n mi\u1ec5n ph\u00ed cho h\u00e0ng tr\u0103m tr\u01b0\u1eddng h\u1ee3p ng\u01b0\u1eddi c\u00f3 kh\u00f3 kh\u0103n v\u1ec1 t\u00e0i ch\u00ednh. Trong n\u0103m 2019, lo\u1ea1i vi\u1ec7c n\u00e0y c\u00f3 33 v\u1ee5 \u0111\u01b0\u1ee3c th\u1ef1c hi\u1ec7n.<\/span><\/p>\n<p><span style=\"color: #000000;\">(iii) Cung c\u1ea5p d\u1ecbch v\u1ee5 t\u01b0 v\u1ea5n ph\u00e1p lu\u1eadt v\u00e0 t\u01b0 v\u1ea5n ch\u00ednh s\u00e1ch: V\u1edbi l\u1ee3i th\u1ebf xu\u1ea5t ph\u00e1t \u0111i\u1ec3m l\u00e0 \u0111\u01a1n v\u1ecb thu\u1ed9c Vi\u1ec7n Nh\u00e0 n\u01b0\u1edbc v\u00e0 Ph\u00e1p lu\u1eadt, nh\u00e2n s\u1ef1 c\u1ee7a CELA \u0111\u1ed3ng th\u1eddi l\u00e0 c\u00e1c nh\u00e0 nghi\u00ean c\u1ee9u. Ngo\u00e0i ra, c\u00f2n c\u00f3 \u0111\u1ed9i ng\u0169 c\u1ed9ng t\u00e1c vi\u00ean l\u00e0 c\u00e1c nh\u00e0 nghi\u00ean c\u1ee9u trong l\u0129nh v\u1ef1c khoa h\u1ecdc ph\u00e1p l\u00fd thu\u1ed9c c\u00e1c b\u1ed9, ng\u00e0nh v\u00e0 \u0111\u1ecba ph\u01b0\u01a1ng. Th\u00eam v\u00e0o \u0111\u00f3, th\u00f4ng qua Vi\u1ec7n Nh\u00e0 n\u01b0\u1edbc v\u00e0 Ph\u00e1p lu\u1eadt, CELA thi\u1ebft l\u1eadp m\u1ed1i quan h\u1ec7 v\u1edbi c\u00e1c c\u01a1 quan, b\u1ed9 chuy\u00ean ng\u00e0nh c\u0169ng nh\u01b0 c\u00e1c \u0111\u01a1n v\u1ecb nghi\u00ean c\u1ee9u v\u00e0 t\u01b0 v\u1ea5n ch\u00ednh s\u00e1ch kh\u00e1c. Trong nh\u1eefng n\u0103m qua, CELA \u0111\u00e3 th\u1ef1c hi\u1ec7n g\u00f3p \u00fd nhi\u1ec1u d\u1ef1 th\u1ea3o v\u0103n b\u1ea3n quy ph\u1ea1m ph\u00e1p lu\u1eadt theo s\u1ef1 ph\u00e2n c\u00f4ng c\u1ee7a Vi\u1ec7n Nh\u00e0 n\u01b0\u1edbc v\u00e0 Ph\u00e1p lu\u1eadt; T\u1ed5 ch\u1ee9c nghi\u00ean c\u1ee9u, t\u01b0 v\u1ea5n ch\u00ednh s\u00e1ch thu\u1ed9c c\u00e1c l\u0129nh v\u1ef1c kh\u00e1c nhau, ti\u00eau bi\u1ec3u l\u00e0 c\u00e1c d\u1ef1 \u00e1n nghi\u00ean c\u1ee9u v\u1ec1 kinh t\u1ebf n\u1ec1n t\u1ea3ng, kinh t\u1ebf chia s\u1ebb, an to\u00e0n h\u00f3a ch\u1ea5t, qu\u1ea3n l\u00fd s\u1ea3n xu\u1ea5t r\u01b0\u1ee3u, bia th\u1ee7 c\u00f4ng\u2026<\/span><\/p>\n<p><span style=\"color: #000000;\">(iv) Ph\u1ed1i h\u1ee3p v\u1edbi c\u00e1c \u0111\u01a1n v\u1ecb, c\u00e1 nh\u00e2n c\u00e1c chuy\u00ean gia th\u1ef1c hi\u1ec7n c\u00e1c nghi\u00ean c\u1ee9u, t\u01b0 v\u1ea5n li\u00ean ng\u00e0nh: Ngo\u00e0i vi\u1ec7c k\u1ebft h\u1ee3p v\u1edbi c\u00e1c nghi\u00ean c\u1ee9u vi\u00ean v\u00e0 c\u00e1c vi\u1ec7n th\u00e0nh vi\u00ean c\u1ee7a Vi\u1ec7n H\u00e0n l\u00e2m Khoa h\u1ecdc x\u00e3 h\u1ed9i, trung t\u00e2m c\u00f2n li\u00ean k\u1ebft, h\u1ee3p t\u00e1c v\u1edbi c\u00e1c chuy\u00ean gia \u0111\u1ebfn t\u1eeb nhi\u1ec1u ng\u00e0nh kh\u00e1c nhau b\u00ean ngo\u00e0i Vi\u1ec7n H\u00e0n l\u00e2m.
